I don't quite know where you were looking for this information, but I can find it readily from any page that offers a "Sign In" button.
Example: I go to MSDN at http://msdn.microsoft.com. I click on the Existing Subscribers "Click Here" link. It gives me the usual Live ID / Passport sign-in page. I click "Sign Up Now", and voila - I am taken to a page that lets me use my own email address for a new LiveID. Am I missing something? |
