I liked year based names - it helped to persuade customers to upgrade.

Ya, I like year based names as well. Wish they just kept it that way after Windows 2000.
I think your wrong re: the 6.1 - it will remain 6.1 during beta and become 7.0 on release.
Much like a pre-release 1st version app is always 0.something till the final 1.0 release, as this will be 7th gen windows it will still be 6.something till it's final release. So windows 7 should be 7.0 upon shipping.
I've also heard that it'll be 6.1 from beta to rtm to end of life. It's really 7.0 but its being called 6.1 to minimize application compatibility issues.
