If you have iTunes installed uninstall and reinstall it. I had this same issue and I tracked it down to GEARAspiWDM.sys which is installed by iTunes. The reinstall brought my DVD Burner back to life.
Aaron, also posted this question on the technet forum. Basically, I have tried your advice listed above, and my DVD drive still does not show up/work. I ran through the process of disabling the driver signature checking, and that is when I receive the following error message (under the properties of my DVD drive in device manager): "Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)."
I am really puzzled by the whole issue. Unfortunately, this is one of many issues that I am experiencing with W7, and I am hoping to reinstall Vista on my PC. I have a recovery DVD, but until I fix this issue at hand, I am not sure what to do. I thank you for your help in advance.
Indeed, by uninstalling the itunes from my computer solved the problem! thanks!

I assembled a new computer and did a fresh install I am still getting this (error code 52) usb camera, netcard, and a DVD burner.
