Thanks for the advice! We are having the same issue on one of our OCS R2 standard servers on 2008. My other standard server is fine. I thought I was the only one till the RSS feed from your blog popped up today! If I can help at all in troubleshooting this, replicating fixes let me know.
Please help me prove or disprove that the HTTP.SYS fix mentioned in the KB article works as a workaround instead of doing the WMI dependency hacks. It seems like a much cleaner solution but I don't have a reproducible lab environment with the problem. I'm very curious about this issue overall because it seems rather rare, but maybe it isn't?
I will try this however it maybe a couple of days before I report back as this is a 300 user live environment.
Does this OCS service restart issue affect OCS on virtual and physical servers?

Just tried this out on a fresh lab with this issue - the registry change alone doesn't seem to make a difference. I can still see the deadlock and NIC taking 10-15 minutes to come online.
Since the release of OCS R2, using win2008 I saw this error several times: FE service hung in "starting" state without any reason. No network outage (at least I am not aware of) during a simple windows restart. Service seems however to be started properly, only it is confusing to see the service state as not "starting".
If any hand configured service depends on successful start of OCS FE, it will fail -> services control manager treats situation as OCS FE not started properly, delaying the dependent service for indefinite time.
Trying this registry entry today to see if it fixes it. We definitely get the long, long reboot. When it finally starts, Group Chat Lookup service isn't started
FWIW This didn't fix our GroupChat issue on startup...arg...

This registry fix didnt work for me.. i'm having the same issue and have been baffled by the network icon dying for up to 6 minutes on startup..
however, after those 6 or so minutes, the services do start though.
